When digital photography was first available, it was only ever used as a gimmick; it wasn't possible for it to compete with 35mm film. You should also ensure that your computer has memory card slots and firewire or USB connections which can be used to connect your camera and download photos.
Processors are rated in Mhz or Ghz depending on the age of your computer. When looking for a PC to use for editing photos, you need to ensure that it is at least 1GHz or faster. This will make it possible to quickly and easily edit all of the photographs.
Photographers tend to do a lot of travelling. If you want to be able to work on your photos while you are away, then you should invest in a high quality laptop. Make sure that you choose a laptop which has a very large hard drive and fast processor. A laptop with a built in DVD writer is also very useful as it will allow you to back your photos up.
There are a number of tweaks that you can use to speed up your computer if you only plan on using it to edit photos. Open the msconfig utility and disable some of the startup applications which are opened on your computer.
